If thieves can spot fish (alright, fish ponds) why can't the police spot the thieves who spot the fish? Are we nearer to the big brother world than we think?

I am not a thief, nor intend to become one, but I think I may go to google to find out which plants are doing well in my neighborhood and it could save entrance fees and travel costs when visiting gardens virtually!
